Our advisory committee members possess deep and diverse experience in the public sector. Their broad-based knowledge of public sector best practices helped them critically assess all entries, rank them, narrow the field down and ultimately select the winners in each category.

Meet the 2008 advisory committee members
Paul Macmillan
Paul is Deloitte’s national Public Sector industry leader and a member of Deloitte’s global Public Sector leadership team. In addition to consulting to governments across Canada for over 20 years, he has authored and contributed to a wide range of Deloitte public sector articles and publications, including Provinces in transition: Tackling Canada’s toughest policy and management challenges; Change your world or the world will change you: The future of collaborative government and Web 2.0; and Innovative government: Shaping long-term success. He is a leader of the Schulich-Deloitte Masters Certificate in Public Management Program and a frequent speaker on public sector innovation. He is currently assessing the ability of government leaders to design and execute effective policy.
Paul received his Bachelor of Arts degrees in Political Science and Public Administration from Carleton University and his Masters in Business Administration from the University of Ottawa. He is a Certified Management Consultant (CMC).
Gabriel F. Sékaly
Gabriel is Chief Executive Officer of the Institute of Public Administration of Canada (IPAC). He is a member of the Board of Directors of the Institute for Clinical Evaluative Sciences (ICES) and is the Chair of their Audit Committee. Gabriel is also a member of the Audit Committee of Plexxus. Before joining IPAC, he was an Adjunct Professor and Amethyst Fellow at Queens University’s School of Policy Studies and conducted public policy research focusing specifically on accountability, transparency and modern controllership in the public service. He has served the Ontario government for over 16 years in a variety of senior executive, financial, operational and policy positions, including Associate Deputy Minister of Finance.
Gabriel has a commerce degree from the University of Ottawa and a science degree from McGill University.
Elinor Caplan
Elinor’s political career began in 1978, when she was first elected as a Municipal alderman in North York, and eventually led to Parliament Hill where she became Minister of Citizenship and Immigration in 1999 and Minister of National Revenue in 2002. In between, she served as a provincial MPP and was Ontario’s Health Minister from 1987 to 1990.
After retiring from public service in 2004, she became a Visiting Fellow at Ryerson University before completing a review of Home Care procurement policy and practices for the Ontario Minister of Health. She has also completed projects for the World Health Organization (WHO) and, in addition to sitting on a number of boards of directors, is the Chief Executive Officer of Canada Strategies Inc.
Peter MacLeod
Peter has worked with cutting-edge organizations in North America and Europe, including Fast Company magazine, Vancouver's Wosk Centre for Dialogue, Britain's Demos think tank and the Kaospilots, a Danish school for business design and social innovation. He now runs MASS LBP, a new kind of company that is re-inventing public consultation.
A fellow at the Centre for the Study of Democracy at Queen's University, he writes and speaks frequently on the citizen's experience of the state, the importance of public imagination and the future of responsible government. He is the 2008 recipient of the Public Policy Forum's prestigious Young Leaders Award.
